STATEMENT:The JCAB Must Implement Genuine Aviation Safety Measures That Go Beyond Mere Formality.

Ten days after the revised Aviation Act took effect on December 1, 2025, the Japan Federation for Air Safety (JFAS) submitted a document aimed at improving safety. However, the JCAB responded with a surprising move, refusing to accept the document. The document we submitted purely outlined the causes of aviation incidents and measures to prevent recurrence, reflecting our consideration for achieving aviation safety in Japan.

Judging by the JCAB's response to this incident, we must conclude that the January 2, 2024 aircraft collision at Haneda Airport demonstrates that the bureau's fundamental approach remains unchanged. We at the JFAS are working purely and earnestly as fellow members striving for aviation safety. We sincerely hope that the JCAB will also listen to our voices.
